But the dome concept strikes me the same way the nuclear bomb did: ok, we can do it but why do we need to? Clearly, we can't do the shield thing yet. As you point out, costs and benefits are not aligned well at the moment. And--New Jersey. Good one. Scale is certainly an issue, as are all the problems you point out.
